The TIGER.DRAGON was notorious across the whole city.
The gaming sector occupied the bottom floors, where the
rules were obeyed without exception. On the higher floors, the
rules of the sectors became disjointed, deregulated, and
chaotic. The long-dormant space elevator reached beyond
the non-city zones and ascended into lawless hedonism.
