Basically, I went and tried a couple different Metashape projects. The most successfull of which came out by running the all photos with few markers and masks on high photo alignment and all other settings on medium.
Following which there were many artifacts, so when I pulled it into Zbrush I used the things we have learned so far to delete them and close holes. The most difficult part in Zbrush was creating an edge on the base where Metashape did not have enough info to fill. The lower poly count after import to Zbrush pocked Athena's skin, so I smoothed that and the top of the pedestal.
