Molecular orbital theory. The energy and symmetry (orientation) of the atomic orbitals of the fluorine has to match that of the hydrogen to form bonding orbitals. The py and px atomic orbitals of the fluorine does not match the symmetry of the 1 s atomic orbital of the hydrogen. The 2 s atomic orbital of the fluorine energy does not match that of the the 1 s atomic orbital of the hydrogen. Therefore there is 3 non-bonding orbitals.
